Georgia has no statewide grocery-beer clock. Sunday package beer and wine need a local referendum (O.C.G.A. §§ 3-3-20, 3-3-7) — typically 12:30 p.m.–11:30 p.m. when the vote passed. The 2018 brunch bill’s 11:00 a.m. start is on-sale, not grocery. Weekday beer/wine hours are the city or county license. The 8:00 a.m.–11:45 p.m. rail in Rule 560-2-3-.02 is spirits-package retailers, not a c-store cooler. Age 21.

A Kroger that is open at 7:00 a.m. may still have the beer gates locked. That is local law, not a broken cooler. Pages that print “8 a.m. statewide grocery beer” are leaking the spirits-retailer rule onto the cooler. Gas stations follow the beer/wine licensegas stations.
