Missouri’s statewide blackout is 1:30 a.m. to 6:00 a.m. (RSMo § 311.290). Grocery original-package beer (§ 311.200.2) may sell 6:00 a.m. Sunday to 1:30 a.m. Monday without a second Sunday stamp. Full package liquor still needs the § 311.293 Sunday license for that same window. Cities may close earlier. Age 21.
St. Louis is not a dry Ozark town. We will not invent a 114-county table. A grocery with lights on at 2:00 a.m. is not permission. The 3:00 a.m. convention-trade permits (Kansas City / St. Louis) are on-sale by-the-drink, not the cooler.

SB 126 (2021) aligned Sunday hours with the weekday clock for licensees who already have Sunday authority. That is why a Kansas City c-store can sell beer at 7:00 a.m. Sunday and must stop by 1:30 a.m. Same cooler math as QuikTrip. Neighbors: Illinois, Oklahoma beer. Gas stations follow the licensegas stations.
