Count the pour
1.5 fl oz of 40% tequila is one US drink even if the cup wiggles. 1.0 fl oz is about 0.67 drink. 0.5 fl oz is about 0.33 drink. Ten cups that each hold 0.5 fl oz of 40% are about 3.3 drinks for the tray, not ten shots. A 750 mL 40% bottle is about 17 × 1.5 oz pours. Too much spirit versus water may not set. That is process, not a federal ratio.
